The phase that comes out empty is the most valuable information in the timeline. And the one that comes out empty is almost always implementation.
A timeline serves to see what you have planned. This one serves to see what you have not.
Participation without implementation is democratic frustration.

If you mentioned no activities for a phase, plausible activities are not invented: the phase is marked empty. That red is the product.
Not a to-do. The question is not which activities to put in, but who has the authority and the budget to execute whatever comes out, and whether you have already spoken to that person.
Situate and Socialise before Co-design. If you try to skip it, it sends you back to phases 01 and 02 and tells you why.
A timeline with the execution phase empty is not a request: it is a project risk belonging to the person in front of you. It is a completely different conversation from “we would need more budget”.
