Tool 07 Proposed · looking for a pilot process

The Bridge.

The room and the mesh do not speak the same language. Someone has to translate, in both directions.

AI mode: translation · of languages and of formats, always with the original alongside Phase: the mesh · the outside of the process Pairs with CDT-09 · Citizenship-Institution Bridge
01The problem

Between the room and the mesh there are two languages that never meet: the administrative one, which nobody understands, and the citizen one, which the administration cannot execute.

Regulations written in Ostrogothic.

People decide on things they cannot read. Transparency that is not understood does not make anything transparent: it is its bureaucratic simulacrum.

They prepared a 15-page dossier for free. Then a tender came out copied from it. And another company won it.

The citizen work was there; the administrative format was not. A proposal without a technical report dies at the counter.

Of what I wanted to say, 10% got through.

Every improvised translation loses nine tenths of the message, and it is always the side with less power that loses them.

02How it works

Two directions, one rule: no translation is ever published without its original visible.

MESH→ROOM

From the document to the readable brief

Tender documents, regulations, municipal budgets and technical studies become briefs of six data points at most, each with a one-line consequence. In easy-read form and in the languages of the territory.

ROOM→MESH

From the proposal to the formal document

What was agreed in the process becomes a technical report, a budget justification or a report per executing department, with a side band showing which agreement of the process each section comes from.

ALWAYS

The mirror

Original and translation sit together on the same page: on the left what the document says, on the right what it means. The Bridge shows the translation instead of asking for trust.

03The result

The Readable Brief: six data points any neighbour can follow, and the mirror that shows where they come from.

The mirror: what it says / what it means

Art. 12.3: “The disposal of cadastral plot 4519-08 shall proceed by competitive tender, the proceeds obtained being earmarked for the financing of the actions provided for in Annex II.”

BOP 12/03/2026 · p. 47
In plain terms: the plot on Calle Norte is being sold to the highest bidder, and whatever the sale brings in pays for the works on the Annex II list, the square among them. If the sale is delayed, so are the works.validated by the team · 15 Mar

The reverse object, the Bridge Report, makes the same journey backwards: the citizen proposal turned into a formal document per department, with each section linked to the agreement of the process it comes from (source chip pointing to the Rapporteur's Living Minutes).

04Three rules that are not negotiable

The AI drafts versions; you sign

No translation is published without human validation. The Bridge prepares; responsibility is not transferred.

Every block carries its original

Each brief links to the source document, with page and article. Influencing is not manipulating: what was translated, and from where, is declared.

Six data points, not three hundred

Legibility is a political decision. A brief that does not fit in a single glance does not empower: it overwhelms.

In design · looking for a pilot process

The ideal candidate: a process with an administrative document nobody in the neighbourhood has been able to read, or a citizen proposal that needs to reach the counter alive.
